Physical damage/vandalism/theft at electric utilities are not something that is new. Electric utilities deal with these issues on a regular basis. Most typical are those where individuals are attempting to steal things such as copper from substations. However, with the recent uptick in successful and unsuccessful attacks on electric utility assets, specifically with an attempt to damage critical equipment and therefore create widespread service disruptions, an enhanced focus with respect to substation physical security is occurring.
Because of this, many utilities are reviewing their current physical security standards and where necessary are identifying areas where an increase in physical security would make sense. My presentation will describe the efforts that PacifiCorp is taking to identify key assets, evaluate the need for additional substation physical protection, selection of appropriate protection measures, and implementation of the recommended improvements.
