Financing Energy Storage Projects – A Deep Dive into WAPA’s $3.25 Billion Transmission Infrastructure Program Erin Green, Attorney-Advisor - Transmission Infrastructure Program, Western Area Power Administration
WAPA’s Transmission Infrastructure Program (TIP) is a unique federal infrastructure financing institution Congressionally-directed to expand and modernize the electric grid and facilitate the delivery of renewable energy, through new or upgraded transmission and related facilities. TIP manages WAPA’s $3.25 billion borrowing authority and can make strategic loans to project applicants for qualifying projects and offers a wealth of experience and expertise to address development hurdles when needed.
This session will examine WAPA’s authority, explore qualifying projects including energy storage, and describe the process for loan consideration or engaging with TIP for development assistance. You will also learn about the impact of policy considerations and other laws such as NEPA, Buy American and prevailing wage provisions, and how federal funding programs can interplay.
